Single Window; with a view to the near future
On November 10th, Logius organized a conference on National Single Window concerning import and export traffic, based on the data model of the World Customs Organisation. The conference was attended by a great number of government parties and private organizations.
Purpose of the conference was to identify ongoing initiatives with all stakeholders in this field and jointly examine whether more coordination is necessary and desirable. During the first part of the conference, international speakers outlined the developments and experiences in countries like Singapore and France. This input then led to lively discussions about how the Netherlands should proceed with this matter. It became clear that much has been done and much that can be built.
Cor Franke and Logius director Steven Luitjens concluded that there was much widespread enthusiasm for further discussion and pledged to organize a sequel.
The theme of the session was 'The development of a national single window for cross border transactions and the use of the WCO Data Model V3 in the Netherlands'.
A national single window implies the realisation of an intelligent ICT-environment for handling all data traffic concerning import and export, enabling a substantial reduction of administrative burdens for the entrepreneur and an enhancement of quality of government services in this field.
The event was open to CIOs and Senior Business Leaders from the national transport and logistics sector, port authorities, enforcement agencies and trade organisations, as well as to representatives of ministries, universities and consultancy firms.
A number of speakers shared their approach and experience of the concept of a national single window from their point of view:

- The World Customs Organization elaborated on the standard, Rotterdam supporting docs (Christophe)WCO Data Model V3 (PDF | 550 kB), and the way it suits a national single window.
- French Customs shared the experience of its Supporting Documents Dematerialisation project (PDF | 1,3 MB).
- The European Commission informed us ? from Directorates General TAXUD and MOVE- about its single window activities and requirements (PDF | 441 kB).
