Data exchange

Exchanging digital information simply, efficiently and securely with other authorities and with businesses - thanks to Digipoort, Digikoppeling, Diginetwerk, the System Catalogue and Digimelding this has become a possibility.

Logius (formerly GBO.Overheid - the Dutch government organization for ICT implementation) is responsible for the maintenance and further development of these products, as well as for connecting you to these products. Additionally, Logius is responsible for the cohesion with other parts of the e-government networks. 

What does digital data exchange involve?

It ensures that your systems and those of other businesses are able to communicate with one another, that information arrives at the right place and that it can be used by several organizations. Additionally, the recipient is able to read and process that information properly.  Thanks to our Digipoort, Digikoppeling, Diginetwerk, the System Catalogue and Digimelding products the exchange of information is performed simply, efficiently and securely.

Digipoort

Digipoort is the government's "electronic post office" for businesses. Every business that is connected can exchange digital information with the government. This is useful if a business has to provide data on a regular basis. Digipoort ensures that, as a government organization, you are able to receive information, that if required this information is verified, and that any information you send is delivered to the correct business.

Example

Take business Y, for instance. Almost every day, this business provides Customs with data about imported goods. It uses Digipoort to provide that data, which then arrives at the correct Customs 'service counter'. This enables Customs to allow goods to pass through faster than in the past, which saves both time and money.

Digikoppeling

Digikoppeling is the government's "internal postman". Digikoppeling comprises a set of standards for electronic messaging between government organizations. If you implement these standards in your own software, you can easily exchange digital messages with fellow government organizations. This is done through the connectivity of Diginetwerk, the Internet or a different type of connection. Digikoppeling is an NUP (National Implementation Programme for Service Provision and e-Government) building block.

Example

Since 1 January 2008, every building has to have an energy label. SenterNovem - an agency of the Ministry of Economic Affairs - is responsible for the registration of these labels. The Land Registry Office is an organization that uses the data provided by SenterNovem: the Land Registry Office makes this data available to its corporate clients through "Land Registry Office on-line". For this purpose, SenterNovem and the Land Registry Office use the Digikoppeling standards.

Diginetwerk

Diginetwerk connects (existing) physical government organization networks to one another. This results in a single closed virtual government network. Within that network, you are able to securely exchange data with other authorities. Dignetwerk provides connectivity and will save you both time and money, because you require just one connection to be able to exchange data with various government organizations.

Example

The "Haagse Ring" is a physical Government network. The Haagse Ring is connected to Suwinet, a network of parties in the work and income sector, such as the UWV (a body implementing employee insurance schemes) and the SVB (Social Insurance Bank). The linkage of these two physical networks is achieved through Diginetwerk. The result is that the Dutch Immigration and Nationality Directorate (IND) is now able to view digital customer files (DKD) on Suwinet. Therefore, the IND does not need to bother its customers for information regarding income; it obtains that information from the customer file.

The System Catalogue

Users of basic registries - such as authorities - have to know precisely which data they are dealing with. The System Catalogue is an online catalogue that describes the structure of the basic registries system and the definitions of types of objects, data and messages. With that information, users are able to easily take data from the basic registry or registries and apply this to their own work processes. The definitions in the System Catalogue have been taken from the various basic registries. The System Catalogue is a basic NUP tool.

Digimelding

Data contained in basic registries has to be as reliable as possible. If an official suspects that specific data contained within a basic registry is incorrect, he has to be able to register that suspicion. That can be done using Digimelding. Digimelding is a central point for registering potential inaccuracies in basic registries. By using Digimelding, the registered incident will arrive at the correct government body or bodies. The official will then receive a message about the outcome of his registered incident. Digimelding is an NUP building block.

Cohesion

Digipoort, Digikoppeling, Diginetwerk, the System Catalogue and Digimelding all have the same goal: secure and efficient digital data exchange. This is an important prerequisite for reliable e-government.

Digikoppeling in combination with Diginetwerk enables the exchange of data with other authorities through a single connection. Would you like to report inaccuracies to basic registries? Logius is responsible for the maintenance and the further development of the products within its data exchange product range, in cohesion with other parts of the e-government ICT infrastructure. Logius bears the resulting costs.

What is e-invoicing?

E-invoicing stands for the electronic processing of invoices received electronically by the government. The Cabinet has agreed that in 2010, ten percent of all invoices received by the government will be processed electronically. Receiving and processing incoming invoices electronically will result in easing the tax and premium burden for the government and the business community. To enable the exchange of e-invoices, Logius customises Digipoort and an open standard format is used. The intention is that administration systems will be able to send, import and process invoices in UBL 2.0 format during the administrative process. It is important that incoming invoices can, as often as possible, be entered automatically into the accounting system (such as accounts payable, obligations and the general ledger), without a variety of manual actions, such as scanning and photocopying, being required.
