Reliable digital communication
Reliable digital communication with citizens, businesses and fellow government organizations. For the aforementioned, access to your electronic services and information has to be properly organized. This is possible with DigiD (digital authentication system) and PKIoverheid (the Dutch Government Public Key Infrastructure).
Logius is responsible for the maintenance and further development of these products. Logius is also responsible for the cohesion with other parts of the e-government networks.
What is it about?
Being absolutely certain who you are dealing with. That your confidential information arrives at the right place. That is what good access facilities are all about. DigiD and PKIoverheid ensure this. With these products, you can conduct reliable electronic business with citizens, businesses and fellow government organizations.
DigiD
DigiD is the digital authentication system for the government and public service providers. DigiD ensures that you can conduct reliable business with citizens through your website. If someone logs on to your website using his DigiD, DigiD will feed the Citizens Service Number back to you. Using this number, you are able to find out from your own administration or in the Local Council Personal Records Database who you are dealing with and which information you already have about a particular person.
Here is an example. Mr. X requests an excerpt from the Registry of Births, Deaths and Marriages. To acquire that excerpt, he has to prove his identity, so that you are able to establish his identity. If he comes to the service counter of the town hall, he can prove his identity using his passport. Obviously, this is not possible through your website. However, online he can identify himself using his DigiD. Because DigiD will feed his Citizens Service Number back to you, you will know exactly who you are dealing with.
PKIoverheid
An electronic certificate from PKIoverheid guarantees the reliability of the exchange of information by e-mail and the Internet, and identifies whether that information comes from the government, citizens or businesses. Thanks to the certificate, the recipient knows for certain from whom the information has originated. Additionally, with a certificate from PKIoverheid, a legally valid electronic signature can be placed and confidential information can be encoded.
Here is an example. Through the Land Registry Office's website, civil-law notary Y supplies digital mortgage deeds, which are provided with a certificate. The Land Registry Office checks the certificate and the mortgage deeds. If everything is correct, by e-mail the civil-law notary will receive proof of registration, signed with a PKIoverheid certificate from the Land Registry Office.

Cohesion
If your organization connects to DigiD, you will use SSL certificates from PKIoverheid for your website. This provides visitors to your website with more certainty about the website's owner. Furthermore, encoded data is sent through a secure connection.
Here is an example. Mr. X is logged on with his DigiD to the local council website to obtain his excerpt from the Registry of Births, Deaths and Marriages. After payment, he will receive the excerpt by e-mail, signed with a PKIoverheid certificate. The entire process takes place in an environment that is secured by a PKIoverheid SSL certificate.
The benefits
The benefits of good access facilities that enable DigiD and PKIoverheid are similar to the benefits provided by e-government: lower costs, increased efficiency and improved service provision - all thanks to smart ICT solutions.
DigiD and PKIoverheid enable reliable digital communication. This means you are able to offer confidential services through your website. For citizens and businesses, communicating with the government by Internet and e-mail becomes easier. When DigiD is used, they no longer require a digital bunch of keys. Plus, PKIoverheid will ensure that the information can be sent confidentially.
The future
DigiD Authorize
DigiD Authorize enables people to be represented online by someone else. Consider, for example, the neighbour or accountant who looks after a tax declaration on behalf of somebody else. By connecting to DigiD Authorize, authorities are able to extend their services to people who do things on behalf of others. DigiD Authorize was developed by the ICTU Foundation. DigiD Authorize is a functionality of DigiD and expectations are that Logius will take control of this in early 2011. You will find more information at www.logius.nl.
MijnOverheid
Using his or her DigiD, anyone is able to access MijnOverheid.nl. This is a personal website on which the citizen can arrange his or her affairs with the government. In this way, the Government makes its services easier to find and through MijnOverheid.nl can communicate in a more focussed manner with (groups of) citizens. MijnOverheid.nl has been developed by the ICTU Foundation. Expectations are that Logius will take control of MijnOverheid.nl in the fourth quarter of 2010. Responsibility
First, you connect to DigiD. When doing so, you can count on professional assistance from Logius. Your ICT service provider will be able to assist you in connecting to DigiD's test and production environment.
You can request PKIoverheid certificates from one of the certificate providers. They will give guidance during the application procedure.
Logius is responsible for the maintenance and the further development of DigiD and PKIoverheid, in cohesion with other parts of the e-government networks. Logius bears the resulting costs.
